1.0 Introduction
As prescribed by DOE P 411.1, Safety Management Functions, Responsibilities, and Authorities Policy, this U.S. Department of Energy (DOE) Office of Science (SC) Environment, Safety and Health (ES&H) Functions, Responsibilities, and Authorities Manual (FRAM) describes the SC functions that are fundamental to safety management and SC’s responsibilities and authorities for discharging those safety management functions. The specific safety management functions, responsibilities, and authorities outlined in this FRAM are derived from DOE M 411.1‑1C, Safety Management Functions, Responsibilities, and Authorities. The specific functions, responsibilities, and authorities for safety are further described within the SC Management System.
This SC FRAM is also the mechanism by which the Director, Office of Science (SC‑1), delegates safety functions, responsibilities, and authorities to subordinate Headquarters (HQ) and Field organization personnel. The SC FRAM only identifies delegations, and it does not repeat or restate all of the responsibilities and requirements that are in the DOE Directives and Laws and Regulations; therefore, the SC FRAM, DOE Directives, and Laws and Regulations must be used in concert.
Each SC Field Element organization will develop its own FRAM to detail its safety management functions and delegated responsibilities and authorities.
2.0 Organization
The Office of Science consists of organizations under the direction of the Director, Office of Science (SC‑1); the Principal Deputy for Programs (SC‑2); and the Chief Operating Officer (SC‑3). Organizations included under SC‑3 are HQ Support Offices, the SC ISC (i.e., the SC Chicago Office [SC‑CH] and the Oak Ridge Office [SC‑OR]), and nine Site Offices. The nine Site Offices, SC-CH, and SC-OR serve as Contract Managers for National Laboratories assigned to SC, as displayed in Figure 1. SC‑OR serves as the Line Manager for the Oak Ridge National Laboratory (ORNL). SC‑CH serves as SC’s Line Manager for the New Brunswick Laboratory (NBL).
SC is structured to differentiate the HQ units, which are assigned the responsibility of policy setting, direction, and scientific leadership, from that assigned to the Field in terms of implementation, execution, and operations. Figure 2 provides SC’s currently approved organization chart.
Presently, the Under Secretary for Science (S-4) is also the Director, Office of Science. The Director, Office of Science, has responsibility and authority for the mission‑related work being conducted at SC National Laboratories and is responsible for the ES&H performance for the entire Office of Science. The Director is accountable for the safety and protection of Federal and contractor employees, the environment, and the public at all SC locations and operations. The Director has the responsibility for establishing policy and expectations as well as assuring performance. The Director accomplishes these responsibilities through further delegations within SC (i.e., through the Deputy for Programs [SC‑2], and through the COO [SC‑3] to the SC Site Office and SC Integrated Support Center [ISC] Managers).
The Deputy for Programs organization consists of six program offices, which provide line management for its science and research programs. An Associate Director for Science (AD) manages each program office. ADs are responsible and accountable to the Deputy for Programs for the mission results for science and research, as well as assuring SC’s program budget is properly formulated to support operations adequately at SC’s National Laboratory sites.
Office of the Chief Operating Officer (SC‑3)
The Chief Operating Officer provides leadership in strategic planning, management, oversight, and coordination of the SC ISC and SC Site Offices and their associated laboratories, facilities, and activities. The Office of the Chief Operating Officer consists of three HQ Offices, which include the Office of Business Operations; Safety, Security and Infrastructure; and Information Technology Management, and the following Field organizations.
SC’s Field Elements includes nine Site Offices (Figure 2), SC‑CH who oversees NBL, SC‑OR who oversees ORNL, and the ISC. The nine Site Offices together with the SC‑OR, administer DOE performance‑based management and operating contracts for the safe, secure, effective, and efficient operation of the SC National Laboratory under their purview. These offices are delegated Federal Line Management responsibility and authority for DOE efforts conducted at SC’s National Laboratory sites. Each SC Site Office Manager reports directly to the SC Chief Operating Officer (SC‑3). The Site Offices and SC‑OR are responsible and accountable for the management and oversight of the National Laboratory contractors. The Field Line Management Elements include:
- Ames Site Office (AMSO)
- Argonne Site Office (ASO)
- Berkeley Site Office (BSO)
- Brookhaven Site Office (BHSO)
- Fermi Site Office (FSO)
- Pacific Northwest Site Office (PNSO)
- Princeton Site Office (PSO)
- Stanford Site Office (SSO)
- Thomas Jefferson Site Office (TJSO)
- Oak Ridge Office (SC‑OR, which includes ORNL)
- Chicago Office (SC‑CH, which includes NBL)
SC‑CH and SC‑OR comprise the SC ISC. The SC‑CH and SC‑OR Managers directly report to SC’s Chief Operating Officer (SC‑3). The ISC supports the SC mission to safely foster, formulate, and support the research programs. The SC ISC provides safety, business, technical, and administrative support to the SC complex, other DOE program offices, and as appropriate, other Federal agencies.
3.0 Delegated Authorities
The SC FRAM documents the delegations of safety management responsibilities and authorities as stated in DOE Directives and Laws and Regulations from SC‑1 to subordinate HQ and Field organizations. Table 1, Office of Science Functions, Authorities, and Responsibilities lists safety responsibilities and delegations, and it identifies the authority that is delegated and the organizational position to which the authority is delegated.
Table 1 presents the safety management functions, responsibilities, and authorities of SC‑1, SC‑2, SC‑3, and the Field Elements. The Functions and Authorities column identifies functional areas listed in DOE M 411.1‑1C, and the specific DOE Directives, DOE regulations, or other authorities that apply to each functional area. The Responsibilities columns describe the responsibilities associated with these functions and authorities for each of the three SC principals (e.g., SC‑1, SC‑2, and SC‑3). The last column identifies delegations in the SC Field organizations. Detailed requirements, roles, and responsibilities are found in the referenced authorities. Each SC organization is expected to be aware of its roles and responsibilities for the assigned functions and to take the necessary actions as defined in the authorities/requirements. SC Site Offices must develop and implement Site Office documents that delineate functions, responsibilities, and authorities. After Table 1, Table 2 provides a crosswalk from the Policies, Orders, Notices, Manuals, regulations, and other delegations to the appropriate functional area.
Delegations of authority to individuals will be done in accordance with DOE M 411.1‑1C. Delegations to organizations are unaffected by a change of personnel in the organization to which the delegation has been made. Each delegation remains in effect until rescinded or modified by SC‑1. Delegated safety responsibilities related to nuclear facilities will be periodically (no less than every three years) reviewed and verified to ensure that the necessary capability and capacity to perform the delegated responsibilities/authorities exists.
4.0 Change Control
SC‑3 manages the change control process at the direction of SC‑1. The Office of Science Management System (SCMS) ES&H Management System Owner (MSO) is responsible for making revisions to the SC FRAM. This document will be updated, as appropriate, to reflect changes in safety‑related Departmental and SC organizational structures and functions, delegations of responsibility or authority, and programmatic responsibilities and requirements. The SCMS ES&H MSO is responsible for reviewing changes in reference documents, organizational assignments, and other materials; for revising the SC FRAM accordingly; and posting it on the SC Web site. At a minimum, this document will be reviewed and updated annually to ensure alignment with SC organizational and programmatic responsibilities.
